Philip Garlett听颈蝉聽a managing director with 乐鱼（Leyu）体育官网's Information Reporting & Withholding (IRW) Tax Services practice. He joined 乐鱼（Leyu）体育官网 in 2019.聽
Phil has nearly 23 years of IRW experience. Before joining 乐鱼（Leyu）体育官网, he was a managing director in the Financial Services IRW practice at another Big Four firm, and prior to that, he was a partner at the law firm Burt, Staples & Maner, which focused on IRW issues.
Earlier in his career, Phil was a聽special counsel and reviewer at the Internal Revenue Service,聽where he was one of the principal drafters of the information reporting regulations under chapter 3 (nonresident withholding) and the coordination regulations under chapter 61 (U.S. domestic information reporting). He also co-drafted the IRS Qualified Intermediary Agreement. In addition, he was聽head of the Harmful Tax Practices Unit at the Organisation for Economic Co-operation and Development, where he worked on tax transparency and information exchange issues.
Phil holds a BA degree聽from Johns Hopkins University and JD and LLM (in Taxation) degrees from the New York University School of Law.聽
