Submission, until 30 June 2025, of the Company Income Tax Return (韦桅4) and the Self-Employed Income Tax Return with an Obligation to Prepare Accounts (韦桅1 位慰纬.) for the Tax Year 2023, without the imposition of a financial penalty, by persons who are NOT REQUIRED to submit the Summary Table of Controlled Transactions Information
The Tax Department informs that, according to the Law on the Certification and Collection of Taxes ), the deadline for submitting the Company Income Tax Return (韦.桅.4) and the Self-Employed Income Tax Return with an Obligation to Prepare Accounts (韦.桅.1 螞慰纬.) for the tax year 2023, by persons who are NOT required to submit the Summary Table of Controlled Transactions Information, is 31 March 2025.
However, it is clarified that, by decision of the Tax Commissioner, a financial penalty of 鈧�100 will not be imposed, provided that the above Returns are submitted by 30 June 2025.
The submission of Returns after June 30, 2025, will result in the imposition of a financial penalty of 鈧�100 for late submission.
It is emphasized that, according to the deadline for submitting the Income Tax Return for the tax year 2023 by a person who, based on the provisions of Article 33(10) of the Income Tax Laws of 2003 to (No. 2) of 2024, IS REQUIRED to submit the Summary Table of Controlled Transactions Information is 30 November 2025.

The Council of Ministers, exercising the powers granted to it by Article 5(10) of the Assessment and Collection of Taxes Laws of 1978 to (No. 5) of 2022, issues the following Decree.
Short Title
- This Decree shall be referred to as the Assessment and Collection of Taxes (Exemption from the Obligation to Submit a Tax Return for Individuals for the Year 2025) Decree of 2025.
Exemption from the Obligation to Submit a Tax Return for Individuals
- Any individual whose gross income during the tax year 2025 does not exceed the amount of 鈧�19,500 (nineteen thousand five hundred euros) shall be exempt from the obligation to submit a tax return for the year 2025.

Tourist arrivals and returns of residents of Cyprus from trips abroad: February 2025
Tourist arrivals
The arrivals of tourists reached 133.760 in February 2025 compared to 125.034 in February 2024, recording an increase of 7,0%.
For the period of January 鈥� February 2025, arrivals of tourists totaled 245.860 compared to 212.995 in the corresponding period of 2024, recording an increase of 15,4%.
Arrivals from the United Kingdom were the main source of tourism for February 2025, with a share of 24,8% (33.115) of total arrivals, followed by Poland with 15,1% (20.165), Israel with 14,3% (19.194) and Greece with 8,2% (10.978).
For a percentage of 60,3% of tourists, the purpose of their trip in February 2025 was holidays, for 20,4% visit to friends and relatives and for 19,1% business. Respectively, in February 2024, 66,8% of tourists visited Cyprus for holidays, 17,8% visited friends or relatives and 14,2% visited Cyprus for business reasons.
Returns of residents of Cyprus
A total number of 124.232 residents of Cyprus returned from a trip abroad in February 2025 compared to 114.110 in the corresponding month last year, recording an increase of 8,9%.
The main countries from which residents of Cyprus returned in February 2025 were Greece with a share of 34,4% (42.733), the United Kingdom with 9,5% (11.825), Italy with 5,1% (6.289), United Arab Emirates with 4,0% (5.028) and Germany with 3,4% (4.237).

Employment in the Broad Public Sector: 4th quarter 2024
Total employment in the Broad Public Sector in the 4th quarter of 2024 reached 76.837 persons. The employment in General Government was 71.871 and in the Publicly Owned Enterprises and Companies 4.966 persons.
In General Government, which consists of the Government, Non-Profit Organisations and Local Authorities, total employment reached 55.125, 11.106 and 5.640 persons respectively.
The employment in the Broad Public Sector increased by 1.476 persons (2,0%) compared to the same quarter of 2023. The employment in Central Government increased by 1.208 persons (1,9%) and in Local Authorities by 1.111 persons (24,5%), whereas in Publicly Owned Enterprises and Companies it decreased by 843 persons (-14,5%). The increase in Local Authorities employment and the respective decrease in Publicly Owned Enterprises and Companies employment is attributed to the establishment of the District Local Government Organisations (DLGO) as from the 1st of July 2024 and the transfer of Sewerage Boards and Water Boards under their jurisdiction.
Compared to the 3rd quarter of 2024, the employment in the Broad Public Sector increased by 3.700 persons (5,1%). Employment increased in Central Government by 3.566 persons (5,7%) and in Local Authorities by 152 persons (2,8%), whereas in Publicly Owned Enterprises and Companies it remained stable in comparison to the 3rd quarter 2024. The increase in Central Government employment is mainly attributed to the increase of employees with contracts of definite duration in the Educational Service (Government).

The number of job vacancies in the 4th quarter of 2024 reached 12.997, recording an increase of 959 vacancies (8,0%) compared to the same quarter of the previous year where the number was 12.038. Compared to the 3rd quarter of 2024 the number of job vacancies decreased by 3.013 (-18,8%).
The job vacancy rate in the 4th quarter of 2024 and 2023 was 2,8%, while the job vacancy rate in the previous quarter was 3,5%. The largest job vacancy rates in the 4th quarter of 2024 were observed in the Sectors of Arts, Entertainment and Recreation (4,7%), Accommodation and Food Service Activities (4,6%) and Information and Communication (3,7%).

Labour Cost Index: 4th quarter 2024
On the basis of provisional data, it is estimated that in the 4th quarter of 2024 hourly labour costs (total cost) increased by 5,6%, compared with the same quarter of the previous year.
The two main components of labour costs, wages and salaries per hour worked and non-wage costs per hour worked increased by 5,3% and 7,0% respectively, compared with the same quarter of the previous year.
The hourly labour cost (total cost), seasonally adjusted, increased by 1,3% compared to the previous quarter. The hourly labour cost that refers to wages and salaries, seasonally adjusted, increased by 1,3% and the non-wage cost, seasonally adjusted, increased by 1,2%.

Price Index of Construction Materials: February 2025
The Price Index of Construction Materials for February 2025 reached 118,56 units (base year 2021=100), recording an increase of 0,82% compared to the previous month.
Compared to the same month of the previous year, the index recorded an increase of 1,38%. By main commodity category, increases were recorded in minerals (3,09%), mineral products (3,04%), electromechanical products (1,85%) and products of wood, insulation materials, chemicals and plastics (0,84%), whereas a decrease was observed in metallic products (-0,74%).
For the period January-February 2025, the index recorded an increase of 0,94% compared to the corresponding period of 2024.

Harmonized Index of Consumer Prices (HICP): February 2025
The HICP rose by 2,3% between February 2024 and February 2025 and increased by 0,3% in the month between January 2025 and February 2025.
Compared to February 2024, the categories Recreation and Culture (7,2%) and Restaurants and Hotels (4,7%) showed the highest positive change, while the category Clothing and Footwear (-4,9%) recorded the largest negative change.
In comparison to January 2025, the most significant changes were observed in the categories Transport (1,2%) and Clothing and Footwear (0,8%).
For the period January 鈥� February 2025, compared to the corresponding period of the previous year, the most significant changes were recorded in the categories Recreation and Culture (7,3%), Restaurants and Hotels (4,7%), and Food and Non-Alcoholic Beverages (3,9%).
The most significant change in economic categories compared to February 2024 was observed in the categories Services (4,3%) and Energy (3,4%), while compared to the previous month, the largest change was recorded in the Energy category (1,2%).
