Extension of the submission deadline for the 2023 Individual Income Tax Return

The Tax Department announces that, following a Decree by the Council of Ministers dated 21 June 2024 (), the deadline for the submission of the 2023 Individual Income Tax Return and the payment of any tax due has been extended to 31 of October 2024.

Please note that employees, pensioners, and self-employed individuals with a gross total income exceeding 鈧�19,500 in 2023 are required to submit an Individual Income Tax Return for that year.

Postponement of VAT Objection Submissions via the TAX FOR ALL Portal

Following the announcement , the Department of Taxation informs the public that the submission of VAT objections through the TAX FOR ALL (TFA) Portal, originally scheduled for 3 September 2024, has been postponed.

Please be advised that VAT objections should continue to be submitted using the current procedure until further notice. The Tax Department will issue a new announcement to communicate the revised date for submitting VAT objections through the TFA Portal.

The Tax Department informs taxpayers that, in order to facilitate compliance with tax obligations, Withholding Tax & Contribution Declarations (TF 7) that have not been submitted for the years 2019 onwards can be filed until 31 October 2024, without incurring an administrative fine.

Zero VAT rate on basic goods until 30 September 2024

The Department of Taxation announces that, in accordance with the Decree of the Council of Ministers dated 28 June 2024, (), a zero VAT rate is applied to the following basic goods until 30 September 2024:

  1. Bread: Includes all types of bread, whether fresh or frozen, with or without sourdough (e.g., white, whole grain, multigrain, rye, cornbread, baguette, ciabatta, sliced bread, loaves, pies). Excludes pastries, dried bread, and bread with added ingredients such as raisins, nuts, or herbs.
  2. Milk: Includes fresh milk (cow, goat, sheep), sweetened, concentrated, long-lasting, flavored milk (e.g., chocolate, banana), and plant-based milk (e.g., almond, soy, rice).
  3. Eggs.
  4. Baby Food: Includes powdered, dried, and wet foods intended for children. Excludes snacks (e.g., chips, nuts, candies, chocolates, ice cream).
  5. Baby Diapers.
  6. Feminine Hygiene Products: Includes tampons, sanitary napkins, and incontinence pads.
  7. Adult Diapers.
  8. Coffee: Includes unroasted, roasted, ground, powdered, instant, flavored, and decaffeinated coffee in any packaging. Excludes ready-made drinks or beverages containing coffee that are consumed cold or hot.
  9. Sugar: Includes crystalline (white, brown, black), fine (powdered), coarse, diced, and sacheted sugar.
  10. Meat: Includes fresh, chilled, or frozen meat:
    1. Meat of bovine animals (CN codes 0201 and 0202)Meat of swine (CN code 0203)

Index of Industrial Output Prices: July 2024

The Index of Industrial Output Prices for July 2024 reached 124,2 units (base 2021=100), recording an increase of 0,9% compared to June 2024. Compared to the corresponding month of the previous year, the index recorded a decrease of 0,3%. For the period January-July 2024, the index showed a decrease of 2,5% compared to the corresponding period of 2023.

In July 2024 compared to June 2024, the index remained stable in the sector of mining and quarrying, while it showed an increase in the sectors of electricity supply by 3,7%, water supply and materials recovery by 0,3% and manufacturing by 0,2%.

Compared to the corresponding month of the previous year, the sectors of manufacturing and water supply and materials recovery remained stable, while an increase was recorded in the sector of mining and quarrying (1,0%). A decrease was recorded in the sector of electricity supply by 1,8%.

By division of economic activity in manufacturing, in July 2024 compared to the corresponding month of the previous year, increases were recorded in the manufacture of electronic and optical products and electrical equipment (6,3%), the manufacture of furniture, other manufacturing and repair and installation of machinery and equipment (3,6%), the manufacture of refined petroleum products, chemicals and chemical products and pharmaceutical products and preparations (2,7%) and the manufacture of textiles, wearing apparel and leather products (1,4%), while a decrease was recorded in the manufacture of basic metals and fabricated metal products (-3,8%), the manufacture of paper and paper products and printing (-2,6%) and the manufacture of rubber and plastic products (-2,3%).

Fiscal Accounts of General Government: January-July 2024

The preliminary General Government fiscal results, which are prepared by the Statistical Service of Cyprus (CYSTAT) indicate a surplus of 鈧�702,5 mn (2,2% of GDP) for the period of January-July 2024, as compared to a surplus of 鈧�345,9 mn (1,2% of GDP) that was recorded during the period of January-July 2023.

Revenue

During the period of January-July 2024, total revenue increased by 鈧�953,1 mn (+14,2%) and amounted to 鈧�7.662,1 mn, compared to 鈧�6.709,0 mn in the corresponding period of 2023.

In detail, taxes on production and imports increased by 鈧�175,7 mn (+7,3%) and amounted to 鈧�2.583,8 mn, compared to 鈧�2.408,1 mn in 2023, of which net VAT revenue increased by 鈧�148,4 mn (+9,5%) and amounted to 鈧�1.718,2 mn, compared to 鈧�1.569,8 mn in 2023. Revenue from taxes on income and wealth increased by 鈧�238,5 mn (+14,6%) and amounted to 鈧�1.869,3 mn, compared to 鈧�1.630,8 mn in 2023. Social contributions increased by 鈧�327,9 mn (+16,2%) and amounted to 鈧�2.347,6 mn, compared to 鈧�2.019,7 mn in 2023. Property income increased by 鈧�21,0 mn (+34,5%) and amounted to 鈧�81,9 mn, compared to 鈧�60,9 mn in 2023. Current transfers increased by 鈧�43,6 mn (+25,8%) and amounted to 鈧�212,3 mn, compared to 鈧�168,7 mn in 2023. Revenue from the sale of goods and services increased by 鈧�163,3 mn (+43,5%) and amounted to 鈧�538,7 mn, compared to 鈧�375,4 mn in 2023.

On the contrary, capital transfers decreased by 鈧�16,9 mn (-37,2%) to 鈧�28,5 mn, from 鈧�45,4 mn in 2023.

Expenditure

During the period of January-July 2024, total expenditure increased by 鈧�596,6 mn (+9,4%) and amounted to 鈧�6.959,7 mn, compared to 鈧�6.363,1 mn in the corresponding period of 2023.

In detail, intermediate consumption increased by 鈧�109,5 mn (+17,8%) and amounted to 鈧�723,1 mn, compared to 鈧�613,6 mn in 2023. Compensation of employees (including imputed social contributions and pensions of civil servants) increased by 鈧�232,8 mn (+12,2%) and amounted to 鈧�2.137,6 mn, compared to 鈧�1.904,8 mn in 2023. Social benefits increased by 鈧�208,1 mn (+8,1%) and amounted to 鈧�2.772,1 mn, compared to 鈧�2.564,0 mn in 2023. Current transfers increased by 鈧�99,1 mn (+22,9%) and amounted to 鈧�531,8 mn, compared to 鈧�432,7 mn in 2023. Interest payable increased by 鈧�27,9 mn (+11,1%) and amounted to 鈧�279,6 mn, compared to 鈧�251,6 mn in 2023.

The capital account decreased by 鈧�61,8 mn (-12,4%) to 鈧�434,9 mn, from 鈧�496,7 mn in 2023, of which gross capital formation decreased by 鈧�74,0 mn (-17,4%) to 鈧�352,3 mn, from 鈧�426,3 mn in 2023 and other capital expenditure increased by 鈧�12,2 mn (+17,3%) and amounted to 鈧�82,6 mn, compared to 鈧�70,4 mn in 2023.

On the contrary, subsidies decreased by 鈧�19,1 mn (-19,2%) to 鈧�80,6 mn, from 鈧�99,7 mn in 2023.

The GDP growth rate in real terms during the second quarter of 2024 is positive and it is estimated at 3,6% over the corresponding quarter of 2023. Based on seasonally and working day adjusted data, GDP growth rate in real terms is estimated at 3,7%.

Regarding the production approach for the estimation of GDP, the positive growth rate is mainly attributed to the sectors: "Hotels and Restaurants", "Construction", "Information and Communication", "Wholesale and Retail Trade, Repair of Motor Vehicles".

Turnover Value Index of Retail Trade except of Motor Vehicles: July 2024

The Turnover Value Index of Retail Trade for July 2024 increased by 3,4% compared to the corresponding month of the previous year (Table 1). For the same month, the Turnover Volume Index of Retail Trade increased by 1,2% compared to the corresponding month of the previous year (Table 2).

For the period January-July 2024, the Value Index is estimated to have recorded an increase of 5,0% and the Volume Index an increase of 3,6% compared to the same period of 2023.

Imports, sales and stocks of petroleum products: July 2024

In July 2024, the total sales of petroleum products amounted to 134.484 tonnes, recording a rise of 4,6% compared to July 2023. An increase was observed in the provisions of marine gasoil (11,9%) and aviation kerosene (0,6%), as well as in the sales of heavy fuel oil (14,5%), liquefied petroleum gas (10,7%), heating gasoil (8,7%), road diesel (7,9%) and motor gasoline (7,4%). On the contrary, a decrease was recorded in the sales of kerosene (-25,8%) and light fuel oil (-4,8%). As far as the sales from filling stations are specifically concerned, these have increased by 7,7% to 60.678 tonnes.

The total sales of petroleum products in July 2024 compared to June 2024 recorded an increase of 5,6%. Indicatively, a rise was recorded in the provisions of aviation kerosene (11,4%) and in the sales of road diesel (8,1%) and gasoline (7,5%). The total stocks of petroleum products at the end of July 2024 dropped by 36,4% compared to the end of the previous month.

During the period January 鈥� July 2024, the total sales of petroleum products increased by 1,6% compared to the corresponding period of the previous year.

Turnover Value Index of Transport and Storage: 2nd quarter 2024

The Turnover Value Index of Transport and Storage during the second quarter of 2024 reached 139,4 units (base year 2021=100), recording an increase of 1,8% compared to the corresponding quarter of the previous year.

By economic activity, increases relative to the second quarter of the previous year were observed in land transport (6,7%), in water transport (6,4%), in postal and courier activities (3,7%), in air transport (2,2%) and in warehousing and support activities for transportation (1,1%).

During the period January-June 2024, the Turnover Value Index of Transport and Storage recorded an increase of 1,2% compared to the corresponding period of 2023.

Registered unemployed: August 2024

The unemployed persons, registered at the District Labour Offices on the last day of August 2024, reached 12.079 persons. Based on the seasonally adjusted data that show the trend of unemployment, the number of registered unemployed for August 2024 reached 11.197 persons remaining at the same level in comparison to the previous month. 

In comparison with August 2023, a decrease of 1.177 persons or 8,9% was recorded, attributed mainly to the sectors of financial and insurance activities, construction, trade, manufacturing, as well as to the decrease recorded for newcomers in the labour market.

Turnover Value Index of services: 2nd quarter 2024

The Turnover Value Index during the second quarter of 2024 recorded increases in the sectors of administrative and support service activities (11,3%), real estate activities (10,5%), accommodation and food service activities (6,3%) and information and communication activities (2,5%), whereas a decrease was recorded in the sector of professional, scientific and technical activities (-1,9%) compared to the corresponding quarter of 2023.

During the period January-June 2024, increases relative to the corresponding period of 2023 were observed in the Turnover Value Indices of administrative and support service activities (12,3%), accommodation and food service activities (8,8%), information and communication (8,5%), real estate activities (3,6%) and professional, scientific and technical activities (0,8%).

Statistics on Interest Rates applied by Monetary Financial Institutions

The Central Bank of Cyprus has today released the statistics on the average interest rates1 applied by monetary financial institutions in Cyprus on deposits and loans of euro area residents in euro, as well as data regarding volumes (amounts) of new euro denominated loans to euro area residents for the reference month of July 2024. These statistics are included in the August 2024 edition of Monetary and Financial Statistics.

The main developments in interest rates on new deposit and loan contracts, including contracts which were renegotiated, are summarized as follows:

Deposit Rates

  • The interest rate on deposits from households with an agreed maturity of up to one year recorded a decrease to 1,96%, compared with 2,17% in the previous month.
  • The corresponding interest rate on deposits from non-financial corporations registered a decrease to 2,28%, compared with 2,35% in the previous month.

Lending Rates

  • The interest rate on consumer credit increased to 6,67%, compared with 6,18% in the previous month.
  • The interest rate on loans for house purchase increased to 4,59%, compared with 4,52% in the previous month.
  • The interest rate on loans to non-financial corporations for amounts up to 鈧�1 million increased to 5,57%, compared with 5,45% in the previous month. The interest rate on loans to non-financial corporations for amounts over 鈧�1 million registered an increase to 5,64%, compared with 5,33% in the previous month.

Amounts of new loans2

Total new loans recorded an increase to 鈧�595,3 million in July 2024, compared with 鈧�514,9 million in the previous month. The main categories of new loans are analysed below:

  • New loans for consumption increased to 鈧�28,0 million (of which 鈧�26,1 mil. pure new loans), compared with 鈧�21,7 million in the previous month (of which 鈧�20,3 mil. pure new loans).
  • New loans for house purchase recorded an increase to 鈧�134,3 million (of which 鈧�100,7 mil. pure new loans), compared with 鈧�129,9 million in the previous month (of which 鈧�107,1 mil. pure new loans).
  • New loans to non-financial corporations for amounts up to 鈧�1 million decreased to 鈧�74,5 million (of which 鈧�48,5 mil. pure new loans), compared with 鈧�77,8 million in the previous month (of which 鈧�53,9 mil. pure new loans).
  • New loans to non-financial corporations for amounts over 鈧�1 million registered an increase to 鈧�345,2 million (of which 鈧�211,8 mil. pure new loans), compared with 鈧�272,4 million in the previous month (of which 鈧�149,3 mil. pure new loans).

Industrial Turnover Index: June 2024

In June 2024, the Industrial Turnover Index reached 136,6 units (base 2021=100), recording an increase of 2,6% compared to June 2023. For the period January 鈥� June 2024, the index recorded an increase of 2,0% compared to the corresponding period of the previous year.

In manufacturing, the Industrial Turnover Index for June 2024 reached 133,8 units, recording an increase of 1,5% compared to June 2023. Increases were also recorded in the sectors of water supply and materials recovery (+7,5%), electricity supply (+6,1%) and mining and quarrying (+4,3%).

Consumer Price Index (CPI): August 2024

In August 2024, the Consumer Price Index increased by 0,37 units and reached 118,10 units compared to 117,73 units in July 2024. In August 2024, the inflation increased by 1,5%.

For the period January-August 2024, the CPI increased by 2,0% compared to the corresponding period of the previous year.

As regards the economic origin, the largest positive change when compared to the index of August 2023 as well as the index of the previous month was recorded in Agricultural goods with 6,8% and 4,5% respectively.

Analysis of Percentage Changes

Compared to August 2023, the largest change was monitored in categories Restaurants and Hotels (5,6%) and Food and Non-Alcoholic Beverages (3,4%).

In comparison to the CPI of the previous month, the largest change was noted in Food and Non-Alcoholic Beverages (1,7%).

For the period January鈥揂ugust 2024, compared to the corresponding period of the previous year, the largest changes were recorded in Restaurants and Hotels (5,7%) and Miscellaneous Goods and Services (3,3%).

Analysis of Effects in Units

Compared to the Index of August 2023 the categories Food and Non-Alcoholic Beverages (0,79) and Restaurants and Hotels (0,58) had the largest positive effect on the change of the CPI. 

The largest negative effect on the change of the CPI compared to August 2023 was recorded in Transport (-0,40).

The largest effect on the change of the CPI compared to the index of the previous month was recorded in Food and Non-Alcoholic Beverages (0,41). 

Catering services (0,56) and Fresh vegetables (0,40) had the most notable effect on the change of the CPI of August 2024 compared to August 2023. 

Finally, Fresh vegetables (0,51) had the largest positive effect on the change of the CPI of August 2024 compared to the index of the previous month whereas the largest negative effect was recorded in Petroleum products (-0,53).
