Possibility to apply for a reduced VAT of 5% for residence within one year
Within one year of acquiring a residence, beneficiaries will now be allowed to apply to benefit from the reduced VAT rate of 5%, based on a law passed by Parliament. 34 MPs voted in favor and one against.
The law was passed following a law proposal submitted by the AKEL parliamentary group.
The proposal provides for an amendment of the Value Added Tax Law, in order to provide the Tax Commissioner with the authority to allow the submission of a responsible declaration by a beneficiary, in order to benefit from the reduced VAT rate of 5% for the purchase or construction of a residence, within twelve months from the time the beneficiary acquires possession of the residence.

Monthly Economic Indicators: January-February 2024
The Statistical Service announces the publication of the bimonthly bulletin 芦Monthly Economic Indicators禄 for the period January 鈥� February 2024. The bulletin includes the most important short-term economic indicators for the Cyprus Economy, for the latest months up to February 2024, as well as comparative data for the last four years, which were available until the 11th of April 2024.
The Manufacturing sector during the month January 2024, recorded an increase of 3,2% compared to January 2023.
The total area of Building Permits Authorized reached 198,2 thousand square metres during the month January 2024, recording a decrease of 2,4% compared to the corresponding month of the previous year.
The total registrations of Motor Vehicles increased by 45,0%, reaching to 8.589 during the period January-February 2024. Private saloon cars increased to 6.325, recording a rise of 50,1% and light goods vehicles increased to 765 recording a rise of 62,8% compared to January-February 2023.
The Consumer Price Index increased by 1,8% during the period January-February 2024, compared to the corresponding period of the previous year.
The total Imports of Goods reached 鈧�1.698,4 mn during the period January鈥揊ebruary 2024, recording a decrease of 32,2% and total Exports of Goods reached 鈧�554,1 mn, recording a decrease of 3,8%.
The Arrivals of Tourists totaled 212.995 during the period January-February 2024, compared to 209.630 in the corresponding period of 2023, recording an increase of 1,6%.

The public debt is below 鈧�23 billion
The public debt of Cyprus fell below 鈧�23 billion, for the first time since March 2020, according to the data announced by the Statistical Service of Cyprus, which are also presented on .
According to the data, public debt stood at 鈧�22,996 million in February 2024, up from 鈧�23,036 million in December 2023 and 鈧�23,564 million in February 2023.
As a percentage of GDP, public debt stands at 73.1%, above the 60% threshold from 74.4% in December 2023.
It is noted that, as the fiscal council in its final report for 2023, the state budget for 2024 maintains the course of surpluses, both primary and total, as well as the subsequent reduction of public debt over time.
It is pointed out that keeping the Republic on the road map for the course of the debt presented in the 2024-2026 MDP is capable of putting Cyprus on a safe path in terms of its fiscal health.
It is further emphasised that the needs of the Republic which have not been fully budgeted for, include obligations to comply with Fit-for-55 commitments, where the practice of securing postponements and extensions inflates future costs significantly.
Digital transition, including the government machinery itself, where progress is painfully limited, green transition, and defense are also areas where a sharp and fiscally significant increase in spending is expected within the horizon of the MDP. It is considered particularly difficult by the council to achieve the target of 60.1% (as a percentage of GDP) for the debt over the MDP horizon.
However, no increase in debt is expected, given that the weighted yields of the new debt under issuance will not exceed the limit of 3.8%.

Tourist arrivals and returns of residents of Cyprus from trips abroad: March 2024
Tourist arrivals
The arrivals of tourists reached 202.256 in March 2024 compared to 184.263 in March 2023, recording an increase of 9,8%.
For the period of January 鈥� March 2024, arrivals of tourists totaled 415.251 compared to 393.893 in the corresponding period of 2023, recording an increase of 5,4%.
Arrivals from the United Kingdom were the main source of tourism for March 2024, with a share of 31,8% (64.414) of total arrivals, followed by Poland with 10,4% (21.054), Germany with 9,8% (19.732), Greece with 9,1% (18.361) and Israel with 8,2% (16.620).
For a percentage of 76,0% of tourists, the purpose of their trip in March 2024 was holidays, for 13,1% visit to friends and relatives and for 10,7% business. Respectively, in March 2023, 71,6% of tourists visited Cyprus for holidays, 14,9% visited friends or relatives and 13,3% visited Cyprus for business reasons.
Returns of residents of Cyprus
A total number of 128.085 residents of Cyprus returned from a trip abroad in March 2024 compared to 113.805 in the corresponding month last year, recording an increase of 12,5%.
The main countries from which residents of Cyprus returned in March 2024 were Greece with a share of 32,8% (42.046), the United Kingdom with 12,8% (16.366) and Italy with 5,4% (6.916).
The purpose of travel for the residents of Cyprus in March 2024 was mainly holidays, with a percentage of 70,5%, whilst business reasons held a percentage of 19,7%, studies 8,4% and other reasons 1,4%.

Harmonized Index of Consumer Prices (HICP): March 2024
The HICP rose by 1,6% between March 2023 and March 2024, and increased by 0,8% in the month between February 2024 and March 2024. For the period January 鈥� March 2024, the HICP rose by 2,0% compared to the corresponding period of the previous year.
Compared to March 2023, the largest positive change was noted in Restaurants and Hotels (5,7%).
Compared to February 2024, the largest change was recorded in category Clothing and Footwear (6,3%).
For the period January - March 2024, compared to the corresponding period of the previous year, the largest change was noted in Restaurants and Hotels (5,9%).
As regards the economic origin, the largest change when compared to the index of March 2023 was recorded in Services (4,2%). When compared to the index of the previous month, the largest change was monitored in category Non energy industrial goods (2,1%).

Price Index of Construction Materials: March 2024
The Price Index of Construction Materials for March 2024 reached 117,19 units (base year 2021=100), recording an increase of 0,21% compared to the previous month.
Compared to the same month of the previous year, the index recorded a decrease of 1,70%. By main commodity category, decreases were recorded in metallic products (-6,45%) and products of wood, insulation materials, chemicals and plastics (-0,59%), whereas increases were observed in minerals (1,22%), electromechanical products (0,48%) and mineral products (0,46%).
For the period January-March 2024, the index recorded a decrease of 2,05% compared to the corresponding period of 2023.
